On 16 July 2025, Home Affairs Minister Byron Camilleri announced that Malta will introduce a reformed citizenship framework in response to a European court ruling against its previous investor citizenship scheme.

 The new draft law shifts to merit-based citizenship for individuals who offer exceptional services or contributions to Malta or humanity.
