Entrepreneur Visa

Canada provides a pathway for entrepreneurs and active investors to receive permanent resident status and a chance for citizenship after living in the country for three out of the last five years. Residency by investment can benefit expanding businesses seeking to build a presence in Canada and diversify their investments. Foreigners can gain residency by investment through the Canada Start-up Visa program or the Québec Investor Program.

Note: Canada’s Start-Up Visa (SUV) Program is closed to new applicants following IRCC policy changes effective December 31, 2025. Only applicants with a valid 2025 commitment certificate may proceed, ahead of a new entrepreneur pilot launching in 2026.

Investment Options

Start-up Visa

The Canada Start-up Visa (SUV) program is an entrepreneur/investor visa that offers a PR status in exchange for opening a qualifying business, which must be scalable, innovative, and able to compete globally.

Note: The SUV program applies only to valid 2025 commitment holders until June 30, 2026.

Québec Investor Program

Québec Immigrant Investor Program (QIIP) is the only passive investment program for high-net-worth individuals with two years of management experience and an investment agreement with a financial intermediary in Québec.

The Express Entry system (especially the Canadian Experience Class for skilled workers already in Canada) is generally the fastest and most straightforward route to permanent residency, with some applications processed in about 6–12 months after eligibility and an invitation to apply. Provincial Nominee Programs (PNPs) and family sponsorship can also be simpler for certain applicants, depending on your situation.

There is no fixed number of years you must live in Canada before getting permanent residency; time requirements depend on the immigration program you use. Express Entry and similar routes can lead to PR in months to a couple of years if you meet eligibility criteria.

You can become a Canadian citizen by first becoming a permanent resident, then living in Canada for at least 1,095 days (3 years) within the last 5 years. You must also file taxes if required, demonstrate language proficiency, pass a citizenship test, and meet all legal requirements.

Investing in the SUV program allows you to tap into the Canadian market and travel in and out of the country. Foreign residents who are considered Canadian tax residents must pay tax on their worldwide income, while non-residents are taxed only on certain Canadian-source income.
