São Tomé and Príncipe is a small island nation in the Gulf of Guinea, off the western coast of Central Africa. As the smallest economy in the Index (GDP approximately USD 600 million), the country launched its CBI programme in 2024 to attract foreign investment for national development through its National Transformation Fund. The programme offers the joint-lowest minimum investment in the Index at USD 90,000 (tied with Nauru) and one of the fastest processing times at 2–2.5 months, ranking 3rd on the Procedure Index. São Tomé and Príncipe is a member of the CPLP (Community of Portuguese Language Countries), which provides cultural and economic links with Portugal, Brazil, Mozambique, and other Lusophone nations. However, passport mobility is the weakest in the dataset at just 60 visa-free destinations, and quality-of-life indicators are the lowest among all fifteen programmes.
