There are two routes you can take to obtain citizenship:
Economy Diversification Fund contribution: The Dominica Economic Diversification Fund is the country’s government fund. A single applicant must make a non-refundable contribution of $200,000, and the minimum contribution for a family of four is $250,000.
Approved real estate investment: Applicants can invest in government-approved Dominica real estate projects. The minimum investment is $200, plus a government application fee of $75,000 for a single investor and $100,000 for a family of four.
According to Dominica immigration law, the basic document requirements to get a Commonwealth of Dominica passport include a completed Dominican passport application form, two passport-sized photos, and original or copies of a birth certificate and certificate of naturalization.
To apply for a Dominican passport, you will require the following supporting documents:
- Completed Dominica passport application form
- Citizenship certificate
- Original birth certificate
- Copy of birth certificate
- Marriage certificate (if applicable)
- Treasury receipt as proof of application fee payment
- Two recent passport-sized photos (45mm x 38mm)
- Neutral facial expression
- No sleeveless shirts or tank tops
- No shades or sunglasses
- No light reflections on glasses
- No head covering except for religious garments (ears and forehead must be visible)
- No bold prints, military shirts, or camouflage clothing
- If you collect a passport on behalf of the applicant, you must have a written notarized order (done in the presence of a Notary Public) from the applicant.
- Lost, stolen, or damaged passports must be reported to the Immigration Department in Roseau, the nearest police station, or your nearest Dominica Consulate.
The Dominica Citizenship by Investment Program has a relatively straightforward application process to obtain citizenship. The main difference is that applications are handled by an authorized Dominica citizenship by investment lawyer or agent; however, there is no requirement for foreign investors and qualifying dependents visit Dominica.

After acquiring citizenship by investment, new citizens must complete the following steps to obtain a passport.
- Submit a passport application to the Passport Office in Dominica or an embassy, consulate, or high commission abroad.
- Ensure the application is accompanied by two passport photographs (45mm x 38mm with a white background) and an original birth certificate or citizenship certificate.
If you’re starting the Dominica passport process as a first-time passport applicant, you must attend a virtual interview with an immigration offer at the Police Headquarters in Roseau at an embassy, consulate, or high commission. Consular officers are available by appointment.
Processing time
It takes six to nine months to obtain Dominica dual citizenship by investment. Citizens applying for a Dominican passport can expect passport applications to take two weeks to be processed.
Dominica passport cost
When applying for a Dominica passport, the following fees apply:

Renewing a Dominican passport is straightforward. To replace a lost, stolen, or damaged Dominica passport, you’ll follow the standard passport application process with an additional step beforehand. This requires filing a report of the incident, which must be included with the passport replacement application.
- Lost or stolen passport: Immediately file a police report detailing the loss or theft and obtain a crime reference number.
- Damaged passport: Prepare a government officials of Dominica form explaining how the damage occurred.
The principal applicant applying to replace a Dominica passport must submit a passport application form and two passport-sized photographs along with the relevant supporting documents:
- Police report with the name of the officer who took the report attached to the passport application, with proof of citizenship (for lost or stolen passports).
