On July 22, 2025, the Maltese government announced a number of enhancements to Malta Permanent Residence Programme (MPRP), that can mark a significant shift in the investment migration industry. These changes are meant to make the residency by investment program more accessible and earn investors reruns much faster. The updates published under the Legal Notice 146/25, introduce a temporary one-year residence permit, reduce certain fees, and allow immediate rental income and subletting rights. Here is an overview of the important changes:

  • New applicants can now receive a temporary residence card as soon as they apply, after passing initial checks, for a €15,000 fee.
  • People who buy qualifying property can start renting it out right away.
  • Fees for adult dependents have been lowered by 25%, from €10,000 to €7,500.
  • Applicants who rent a property can sublet it after five years, with landlord approval.
  • Licensing of agents will shift to the Residency Malta Agency by the end of 2025.

Instant One-Year Residency at Application Stage

Applicants who submit their Malta Residency by Investment package including a €15,000 administration fee will now receive a one-year temporary residence card following standard background checks.

During the first six months, applicants must complete and submit their documentation through a licenced immigration agency. Approval of those documents converts the temporary permit into a permanent residency certificate. If the application is rejected, the temporary permit will be revoked within 15 days.

This update to the program come after there has an increasing number of families looking to immediately live in Malta to explore schools and property before the permanent residence permit is issued. Therefore, the immediate one-year residence permit allows for family to enjoy Malta without any delays.

Buyers can lease property immediately

Malta’s updated rules now give both property buyers and renters more flexibility to earn income from their investments. Anyone who buys a property through the MPRP can now rent it out right away. Meanwhile, applicants who choose to rent instead of buy will be allowed to sublet the property after five years, provided they have permission from the landlord.

These changes make the programme more attractive by offering potential returns during the application process. This initiative aligns Malta more closely with other EU residency options like the Greece Golden Visa and the Cyprus Golden Visa. All rental activity must be reported by licensed agents to ensure proper oversight.

Revised Pricing Structures

The price for the qualifying investment and the donation to an NGO have not changed but the following fees have been revised and are as follows:

  • A non-refundable administration fee of €60,000 is required.
  • A €7,500 fee applies for each adult dependant, excluding the spouse.
  • An additional €7,500 is charged for each dependant added after the Certificate of Approval is issued.
  • A contribution of €37,000 is required from the main applicant, whether they purchase or lease a qualifying property.
  • The new pricing applies to applications submitted under the MPRP on or after 1st January 2025.

These updates lead to big cost reductions, including a €23,000 saving for families choosing the rental route, as well as a decrease in the adult dependant fee from €10,000 to €7,500.

Licensing Transition to Residency Malta Agency

Residency Malta Agency will assume agent licensing responsibilities. Licences issued under Agenzija Komunitá Malta’s Subsidiary Legislation 188.05 remain valid until 31 December 2025. New licence application details and forms will be released in due time.

MPRP Changes During Malta Citizenship by Investment Revamp

Malta is updating its Permanent Residence Programme while also reforming its citizenship policy. These changes come in response to a European Court of Justice ruling against the Malta Citizenship by Investment Program. The new citizenship by merit framework aims to make the system more selective and values based. The government plans to expand its merit-based citizenship model by removing commercial requirements and opening eligibility to philanthropists, innovators, and job creators. The focus shifts to evaluating applicants based on their contributions to Malta’s interests rather than financial investments.
