You will need to bring your documents, and if you are not comfortable with Portuguese, bringing a translator can help, since not all staff members speak English.
Apply online through a legal representative
Portugal also offers an online route through the e-balcão service on Portal das Finanças, but this request must be submitted by a legal representative acting on your behalf, rather than by you directly.

- An official photo ID, such as a passport

If you are applying with a Portuguese address, that address should be consistent across your other documents, since it signals that you intend to be treated as a local tax resident from the outset.
If you are applying through a legal representative, you will also need to provide a power of attorney authorizing them to act on your behalf. Any documents in a language other than Portuguese, English, French, or Spanish must be translated.
These two roles are often confused, but they serve different functions and apply at different points in the process.
A legal representative is the person who submits your online NIF request through the e-balcão service, acting on your behalf for that specific transaction under a power of attorney.
A Portugal fiscal representative is an ongoing tax-contact role: an individual or business based in Portugal who acts as the point of contact between you and the AT for as long as the requirement applies.
Their responsibilities can include receiving tax correspondence and helping you stay on top of compliance deadlines. A fiscal representative does not need to be a lawyer or accountant, but they must be a resident of Portugal.
The same person can potentially act in both capacities, but appointing a legal representative to submit your NIF request does not automatically make them your fiscal representative going forward. These are separate appointments with separate scopes.
Contrary to a common assumption, non-residents are not required to appoint a fiscal representative simply to be assigned a NIF. At the point of registration, the AT can assign a NIF to a non-resident without a fiscal representative in place.
The requirement to appoint one is triggered separately once a tax legal relationship begins, such as owning property, holding a bank account, signing an employment contract, or engaging in other activities that create tax obligations in Portugal.
From that point, you generally have 15 days to either appoint a fiscal representative or, where eligible, register for electronic notifications through Portal das Finanças as an alternative.
There is one exception: If you carry out self-employed activity in Portugal, you are required to appoint a fiscal representative for VAT purposes, and the e-notifications alternative does not apply in that case.
Your NIF number itself never changes, but the status and address attached to it do, as your circumstances evolve. When you are first assigned a NIF as a nonresident, the AT registers you with that status.
Once you meet the conditions to be considered a Portuguese tax resident, you are responsible for requesting a change of address and tax status with the AT, rather than assuming this will happen automatically.
This distinction matters: Having a NIF, even one linked to a Portuguese address for a specific transaction, does not by itself determine your tax residency.
Tax residency depends on separate criteria, including time spent in Portugal and the nature of your ties to the country.

A few recurring issues account for most of the friction foreign applicants run into:
- Assuming you can submit the online request yourself. The e-balcão route requires a legal representative to submit it on your behalf; attempting to do this without one will not work.
- Treating a legal representative and a fiscal representative as the same appointment. Submitting your NIF request through a legal representative does not automatically establish ongoing fiscal representation, and vice versa.
- Missing the 15-day window. Once a tax legal relationship begins, such as buying property or signing an employment contract, the deadline to appoint a fiscal representative or register for e-notifications applies from that date, not from your NIF assignment date.
- Inconsistent address documentation. If you apply with a Portuguese address, your supporting documents should match; mismatched addresses can cause delays or rejected applications.
- Expecting a fixed processing time. How long it takes to receive your NIF varies depending on the application channel, the completeness of your documents, and the current processing workload at the AT; there is no universal guaranteed timeframe, as it is instant when applying in-person but it takes a few days when using a fiscal representative.
