Portugal’s Cultural Production Golden Visa is one option under Portugal’s successful Golden Visa scheme, allowing investors to obtain long-term residency in the country. Started in 2015, it requires a donation of €250,000 (or €200,000 in low-density areas), making it the most affordable option of all the Golden Visa investment routes.
Over the last decade, it has raised over €22 million in donations to fund cultural or artistic initiatives across Portugal, such as film production, performing arts initiatives, museum preservation, and archaeological work.
Since the removal of real estate as an option for the Golden Visa, investors have been exploring the other residency-by-investment pathways, resulting in a 165% increase in Cultural Production Golden Visa applications in 2024, and bringing in €2.1 million in donations in 2025.
In this article, we’ll explore the Portugal Cultural Production Golden Visa route, who can apply, and what the costs are.
Portugal’s Cultural Production Golden Visa: Key Takeaways
⚠️ Portugal Nationality Law Changes 2025
On June 23, 2025, the Portuguese Government announced plans to amend the Nationality Law and the legal framework governing immigration. The proposals have passed the plenary vote on October 28, 2025, which marks a significant step forward in the legislative process.
Among the measures under discussion are an increase in the residence requirement for nationality from five years to ten years – seven years for nationals of CPLP and EU countries – and a change to how residency time is calculated, so that the clock would start when residency is issued rather than when the application is submitted.
These changes are not yet law. They must still undergo Presidential review. At that stage, the President may promulgate the law, issue a veto, or request a review by the Constitutional Court. The final text may still be amended, including any transitional provisions or possible grandfathering rules, but they might not be enacted because the law is not final until its promulgated.

The Cultural Production Golden Visa is one of the options for qualifying for the Portugal Golden Visa residency program. Other options include a fund subscription, donating to scientific research, and creating several jobs.
This route only requires a minimum investment of €250,000, which can be reduced to €200,000 if the cultural production is in a designated low-density area. GEPAC publishes projects every month; however, the €200,000 projects are not always available, as most approved projects are in high-density areas.
Explained in more detail below, these productions can include the restoration and protection of historical landmarks, funding theater shows or concerts, and funding museums and exhibitions.
As it falls under the general Portugal Golden Visa scheme, applicants have the same rights and privileges as those associated with other Golden Visa options.
The Portugal Golden Visa cultural investment route gives long-term residency to investors in exchange for funding cultural or artistic initiatives approved by national authorities. Additional benefits of this visa include:
Official pre-approval: The official Portuguese entity GEPAC will pre-approve your investment project.
Most affordable option: The Cultural Golden Visa in Portugal offers the lowest investment threshold among all available Golden Visa routes.
Film producer credits: By donating to eligible cultural projects, particularly film productions, you will be granted full associate producer status. This includes official recognition in film credits and exclusive invitations to premieres and film set visits.
Family inclusion benefits: The Golden Visa application allows you to include your spouse, dependent children, and parents over 65.
Permanent residence and citizenship pathway: Investors who maintain the Golden Visa for five years become eligible to apply for permanent residency and Portuguese citizenship, provided they meet the minimum stay requirements and other conditions.
The Portugal Golden Visa Cultural Investment is divided into two subcategories, and all projects or future investments must be approved by GEPAC (Office of Cultural Strategy, Planning and Availability):
01/ Artistic production funding
An artistic production investment could involve funding theater shows, concerts, exhibitions, or literary events. The term also covers investments in Portugal’s broader creative industries, such as design, media, literature, fashion, and other sectors contributing to the Portuguese culture.
Some institutions that require funding are:
- Culturgest
- Cascais Opera.
- Fundação Calouste Gulbenkian, which hosts contemporary art exhibitions, cultural events, and concerts.
- Fundaçao Serralves
02/ Cultural heritage donation
Contribute to the restoration and protection of historical landmarks, archaeological sites, or cultural archives. It is often that donations such as these to museums, galleries, theaters, or cultural centers are the only sources to help maintain or enhance their programs and collections.
A few ongoing projects listed on GEPAC that would qualify for “Residency Authorization through Investment Activity” are:
- The reconstitution of the battlefield landscape of Aljubarrota to what it was in 1385, and the subsequent archaeological work.
- The restoration of historic and archaeological heritage at Museus e Monumentos de Portugal.
- The conservation of the car collection at the Museu do Caramulo, an exhibition on the Second World War, and the creation of a historical center.
- Investing in creating an “Art in the Park” at the Serralves Foundation.
Eligibility Criteria For The Cultural Donation Projects
If you’re considering the Cultural Production Golden Visa, here’s what you’ll need to qualify:
- Be a non-EU, non-EEA, or non-Swiss citizen.
- Make an investment of €200,000 in an artistic production project in Portugal, or €250,000 if the project is outside a low-density area.
- Your project will need approval from either the Directorate-General for Arts (DGArtes) or the Institute for Conservation and Restoration. The project should also help support or develop Portuguese culture or heritage.
- Have a clean criminal record.
- Your funds for the project must be lawfully obtained.
- You must be at least 18 years old.

The timeline for the Cultural Golden Visa is:
- You must lodge your interest in a project that has a solid maintenance capacity for five years.
- The project is submitted for approval by GEPAC.
- GEPAC forwards the project to the Minister of Culture, who has ten working days to assess it and decide whether it is eligible.
- Before proceeding with the donation, you must send the required Golden Visa documents to the entity to which you wish to donate for approval.
- If the project is eligible, proceed with the investment and forward the proof of transfer document to GEPAC, along with any other required documents to support the investment.
- GEPAC issues a declaration proving that the investment has been made, which will be submitted in the Portuguese Golden Visa application to AIMA.
Once AIMA receives the information and approves the Golden Visa, you will be asked to submit your biometric data and will be issued with a temporary residence permit.
Acquiring a Golden Visa through a national cultural heritage donation benefits Portugal’s arts and culture, promoting preservation and growth in key areas of the country’s identity.
- Protection of Portugal’s rich history: By contributing to the conservation of historical landmarks, archaeological sites, museums, and artistic institutions, investors ensure that future generations can experience its architectural and artistic heritage.
- Celebration of the Portuguese creative scene: This investment supports restoration projects that revitalize ancient buildings and monuments and enables funding contemporary cultural initiatives that celebrate Portuguese creativity.
- Fostering the local arts: Beyond preservation, donations stimulate funding for exhibitions, artistic residencies, and cultural festivals, which help promote Portuguese artists internationally. This financial support can also assist smaller, local cultural organizations that may struggle with funding, allowing them to grow and innovate.
- Economic development: Such contributions have a long-term ripple effect, attracting tourism and international attention to Portugal’s cultural assets, thereby boosting the economy and solidifying the country’s reputation as a center for cultural excellence.
Some of the projects that have been fully funded through the Cultural Golden Visa Program include:
- Creation of a toy museum in Caramulo
- A film about the life of Nuno Álvares Pereira
- Restoration and exhibition of Asian musical instruments
- Digitization of Portuguese cinema in the Universe of Feature Films
