1. Approval Before Investment
Italy follows an “approval first, investment second” model. You receive your Nulla Osta (formal government clearance from the Investor Visa Committee) before committing any capital.

To qualify for the Italy Golden Visa, you will need to meet the following requirements:
- Be at least 18 years old.
- Have a clean criminal record certificate.
- Russian and Belarusian citizens are not eligible for the program. The order of the Chairman of the Investor Visa Committee dated 14/07/2023 in compliance with Recommendation C (2022) 2028 of the EU led to a suspension of these nationalities in 2023, even if they are dual citizens.
The Italian Investor Visa does not allow for the combination of investment options. Applicants will need to select one of the following options and invest or donate at least the required amount into this category exclusively.
To keep your Golden Visa residence active, you must maintain your qualifying investment throughout the validity of your permit. The permit is two years initially, then renewable in three-year increments. This requirement falls away once you reach permanent residency, available after five years of legal residence.
Here are the eligible investment options for the program:
Innovative Italian Startup: €250,000
The innovative startup must be based in and operate in, Italy. The official list of innovative startups, which is updated every week and accessible for free, is available on the website of the Italian Chambers of Commerce.
Investors can only choose one startup in which to invest. This means that they will need to select their startup carefully, as renewal of the visa is contingent on the maintenance of the investment.
Italian Company: €500,000
The investment can take the form of shares or stakes in a company operating in Italy. The company is considered operating if it is active and has filed at least one balance sheet at the time of visa application.
The company may be either quoted or unquoted. If the company is quoted, the investment must be done through an Italian Bank, while if the company is unquoted, it is possible to deposit the funds via other financial institutions. The other financial institution must be able to issue an AML letter.
Non-Refundable Donation: €1,000,000
Non-refundable philanthropic donations to projects that support culture, education, immigration management, scientific research, and the preservation of cultural and natural heritage.
Unlike the other investment options, the donation does not need to be managed or maintained to renew your Golden Visa residency permit. This makes it an appealing option for those interested in the benefits of the program, but not in an investment.
Italian Government Bonds: €2,000,000
The Italian government bonds can take the form of Treasury Certificates, Zero-coupon Treasury Bonds, Long-term Treasury Bonds, Long-Term Treasury Bonds index-linked to Eurozone inflation, and BTP ITALIA.
For each type of bond, a minimum residual maturity of no less than two years is required. These debt securities pay you periodic interest, allowing you to receive returns. The funds must be deposited in an Italian financial institution.

- Apply for a Residence Permit: Enter Italy before your visa expires to continue the process. Within eight working days of arrival, apply at the local Questura (police headquarters) for your permesso di soggiorno. This permit is valid for two years and can be renewed for a period of 3 years, indefinitely if the investment is maintained.
- Make your Investment: Complete your investment or donation within three months of entering Italy. For those not choosing the donation option, you must maintain your investment for the full duration of your Golden Visa residence permit.
Italy Investor Visa for US citizens
The Italian Investor Visa is a common choice among US citizens seeking an EU residency program. The fast-processing time, familial inclusion with no additional investment, and Schengen Area access are major draws for Americans.
As the visa has no minimum stay requirement to maintain, the optionality which it provides allows Americans interested in living in Italy in the future to secure their residency now. This is particularly beneficial for those seeking retirement in Italy.
The only noticeable procedural difference for US citizens is that they will need criminal background checks for any state they have lived in. Additionally, an FBI background check must be always obtained.
It is worth noting that US citizens are liable for US income tax irrespective of their country of residence. The US and Italy maintain a double-taxation treaty, however, expert guidance is strongly advised for filing taxes as a US citizen who is a no longer a resident. Another relevant insight for Americans is that financial instruments like stocks and bonds may be accepted as evidence of capital. The essential conditions are that these securities must be held in the applicant’s name, for a minimum period of at least three months, and must be freely tradable on the market without restrictions or encumbrances.
Some Italian consulates in the US are struggling with appointment waiting periods. Thankfully, a fast track on the Visa processes related to Investors and their family has been granted. This means that once the Nulla Osta is issued, the consulate grants the appointment within a week maximum, which is a tremendous advantage compared to other Visas in the US.
Italy Investor Visa for British citizens
Since Brexit, UK citizens no longer have freedom of movement throughout the Schengen Area. This makes the Schengen Area access that the Investor Visa provides particularly enjoyable for British nationals.
Around 66,900 British expats live in Italy, representing approximately 1% of the country’s foreign population. The British community is older, heavily integrated, and is primarily concentrated in major cities and coastal regions.
Retirement in Italy is a possibility that can be pursued through the Golden Visa. Those seeking to diversify their portfolio can do so through the visa and acquire shares in a stable investment environment. The combination of both retirement and investment is accentuated by the tax incentives that Italy offers.
As with all other nationalities, British nationals benefit from the lack of a minimum stay requirement to maintain and renew the visa. This allows for EU access while continuing to live in the UK.

The Italian Investor Visa process has two main steps, first, you get a Nulla Osta, which is online pre-approval for your investment. Second, you apply for your entry visa at an Italian consulate and make your investment.
Applicants will not need to open an Italian bank account, although this is recommended. You will need to show specific documents for your chosen investment route, as well as documents that apply to every route:
1. Documents for the Nulla Osta (Online phase)
We will upload the following to the official Investor Visa for Italy portal to get your initial clearance: Valid passport, detailed CV, proof of funds and the legality of funds, clean criminal record, investment commitment, and a digital signature.
2. Documents for the entry visa (Consulate phase)
Once the Nulla Osta is issued, we will assist you to present the following documents at your local Italian Consulate: proof of residence, Nulla Osta, visa application form, passport photos, proof of accommodation, and health insurance.
As of June 2026, the total processing time from end-to-end is 3 to 6 months for an Italian Golden Visa application. Document preparation takes between 2 and 4 weeks, Nulla Osta applications will take 45 to 60 days, and consular visa applications between 2 and 6 weeks. The Italian residence permit must be applied for within 8 business days of arriving in Italy, and your investment must be made within 3 months.
The Italian Golden Visa does not directly lead to citizenship, but it does enable you to pursue naturalization. After five years of legal residence, you will be eligible for permanent residency, and after 10 years of living in Italy, you can apply for citizenship.
If you live in Italy for more than 183 days per year, you will be subject to taxes on your worldwide income. Fortunately, Italy offers one of the best tax incentives in the EU for high-net-worth individuals.
Flat tax regime
The Italy flat tax regime is available for new tax residents who spend more than 183 days per year in the country. The regime is especially popular with Investor Visa holders who generate significant income outside of Italy.
- You can pay a fixed tax of €300,000 per year that covers all foreign-sourced income, irrespective of the amount. The regime’s current flat rate was set by the 2026 Budget Law that was published in the Official Gazette on the 30th of December 2025.
- The grandfathering rule applies to residents who registered before 31 December 2025. They continue paying their previous rate for the remainder of their 15-year term.
- Qualifying family members can be included for an extra €50,000 per person (up from €25,000).
- The regime lasts for up to 15 years.
- High-net-worth individuals with foreign income of more than €1 million per year will benefit the most from the regime.
7% Pensioner Regime
The 7% Pensioner Regime in Southern Italy is a low-cost tax option for retirees with pension income. It offers a 7% flat tax on all foreign income, not just pensions, if you move to a small town with under 30,000 people in regions like Sicily, Calabria, Sardinia, Puglia, or Abruzzo. The regime is available for up to 10 years, and qualifying applicants are also free from reporting foreign assets and paying wealth taxes.
Combining tax regimes
Italy allows you to combine the New Residents Flat Tax with the Inbound Workers Regime (Regime Impatriati), as there is no legal restriction on using both. This means foreign income can be covered by the flat tax, while Italian income can also benefit from reduced taxation under the Impatriati regime.
