The 2026 Global Retirement Report & Index benchmarks 46 retirement, passive-income and non-lucrative visa programs as an allocation decision, a way to diversify tax, lifestyle and political exposure across borders. Each is scored on five weighted factors: Quality of Life, Mobility & Citizenship, Tax, Procedure, and Costs & Investment, combined into a single composite. Below is the program’s overall score and rank, followed by the five sub-indices that show where its real strengths and trade-offs lie.

Tax Benefits	Worldwide taxation; income tax 15%–40%. Wealth tax: None. Inheritance tax: up to 10%. Retiree benefits: Under Law No. 7582, individuals who have not been resident or subject to tax in Turkey during the preceding three years will benefit from a 20-year income tax exemption on their foreign-source income. It covers foreign dividends, interest from offshore accounts, overseas rental income, capital gains, and royalties. Such income will not be subject to declaration in Turkey. In addition, inheritance transfers occurring within the exemption period are subject to a reduced tax rate of 1%.
Path to Citizenship	5 years. Time on this visa does not count toward the naturalisation clock.

Conclusion

Turkiye places #45 of 46 overall (score 54.1), scoring strongest on Costs & Investment and weakest on Quality of Life. Its Short-Term Residence Permit (STRP) carries a financial-means requirement, with a longer, indirect route to citizenship. It best suits budget-conscious retirees seeking low entry costs and thresholds; the main trade-off is that day-to-day living conditions score lower than the top destinations.
