North Macedonia, a landlocked country in the Western Balkans, offers a structured CBI programme established in 2019 under its Law on Citizenship. The country joined NATO in 2020 and holds EU candidate status, with active accession negotiations underway. This dual affiliation gives its passport notable mobility advantages (146 visa-free destinations), while the programme itself offers a relatively accessible entry point at USD 200,000 through a private investment fund. North Macedonia’s flat tax regime of 10% on both corporate and personal income is among the most competitive in Europe. However, the programme faces reputational challenges due to its relative novelty and the European Commission’s stated opposition to CBI schemes in EU candidate countries, which may require the programme to be reformed or discontinued as accession negotiations progress.
