Introduction

Nauru is the world’s smallest island republic, located in the Central Pacific with a population of approximately 13,000. Historically dependent on phosphate mining, the country launched its CBI programme in 2025 under the Nauru Economic and Climate Resilience Citizenship Act to diversify its revenue base and build resilience against climate change. The programme offers the lowest minimum investment threshold in the Index at USD 90,000 and operates a completely zero-tax regime. Nauru’s programme also features one of the most generous family inclusion policies, with no age or dependency limits on included family members. While passport mobility is limited at 90 visa-free destinations, the programme’s affordability, speed, and tax advantages position it as a competitive option for cost-conscious investors.
