Cambodia, a Southeast Asian nation and member of ASEAN, offers citizenship through investment under its 1996 Law on Nationality. The programme is unique in requiring a Khmer language examination, which adds a distinctive procedural element not found in other CBI programmes. Cambodia’s economy has experienced strong growth driven by garment manufacturing, tourism, construction, and agriculture, with GDP growth averaging over 7% annually in the pre-pandemic decade. ASEAN membership provides access to a regional economic bloc of over 680 million people. However, the Cambodian passport ranks last on the Mobility Index with just 52 visa-free destinations, and quality-of-life indicators reflect the country’s status as a lower-middle-income developing economy. The programme is best suited to investors with specific business interests in the ASEAN region.
