Introduction

Malaysia has a population of about 34 million and a nominal GDP of roughly US$430 billion. It is a member of ASEAN, and its currency is the ringgit. It is represented in the index by its MM2H and Premium Visa Programme (PVIP) long-stay routes.

Malaysia's MM2H / PVIP Rankings Snapshot

The Global Residency Programs Report 2026 combines five weighted dimensions, each built from its own set of normalised metrics: Quality of Life (30%), Procedure (30%), Mobility (20%), Investment (10%) and Compliance & Credibility (10%). The index is a starting point for individuals, advisors and policymakers to compare 48 residency programs on a like-for-like basis, surface the routes whose strengths match a specific priority, and screen out those that fall short on credibility.

Malaysia's MM2H / PVIP at Glance

Malaysia’s MM2H and PVIP

Malaysia offers two complementary routes: the tiered Malaysia My Second Home (MM2H) programme, revamped in 2024, and the Premium Visa Programme (PVIP) aimed at higher-net-worth applicants. Both rest on fixed deposits, with property requirements at the upper tiers.

Programme: MM2H and PVIP Legal basis: Immigration Act 1959/63; MM2H and PVIP operate as policy programmes under published guidelines Indicative minimum: PVIP requires a MYR 1,000,000 (approximately USD 215,000) fixed deposit; MM2H uses tiered fixed deposits from USD 150,000 (Silver) to USD 500,000 (Gold) to USD 1,000,000 (Platinum), plus property at the higher tiers Estimated processing: 3 to 6 months

To secure a 20-year renewable residence permit under the Malaysia Premium Visa Programme (PVIP), foreign investors must navigate a multi-tiered financial approval process. On initial application, candidates must demonstrate strong financial self-sufficiency by presenting proof of steady foreign income totalling at least MYR 40,000 per month (approximately USD 9,900) or MYR 480,000 annually (approximately USD 119,000). Once conditional approval is granted, successful applicants must travel to Malaysia to fulfil post-approval mandates: a localised medical check-up, valid Malaysian health insurance for any applicant aged 60 or below, and deployment of a principal investment of MYR 1 million (approximately USD 248,000) into a local fixed-deposit account. The programme allows participants to withdraw up to 50% (MYR 500,000) of this fixed deposit after the first year to fund specific, pre-approved domestic expenditures, namely local real-estate acquisitions, medical expenses, or their children’s education within Malaysia.

Conclusion

The 2026 Global Residency Programs Index 2026 makes one thing clear: there is no single best programme, only the best fit for a given set of priorities. A decade of reform has left the sector more transparent, more compliance-driven and more diverse in the routes it offers (from regulated funds and entrepreneurial ventures to lifestyle and long-stay options) so that residency has matured into a credible, durable planning tool rather than a shortcut. Whether the goal is mobility, tax efficiency, quality of life or an eventual second passport, the value of this 2026 GRP Index lies in matching the right route to the right objective, grounded in evidence rather than marketing.
