Bulgaria’s Residence by Investment at Glance

Bulgaria’s Residence by Investment

Bulgaria became a full Schengen member in January 2025 and adopted the euro on 1 January 2026, removing currency risk for investors. The fast-track citizenship-by-investment route was abolished in 2022 and the direct real-estate route was closed in January 2025, leaving regulated funds and eligible investment as the principal qualifying options for permanent residence.

Programme: Residence by Investment Legal basis: Article 25 of the Foreigners in the Republic of Bulgaria Act, read with the Investment Promotion Act Indicative minimum: approximately EUR 512,000 (regulated funds or eligible investment) Estimated processing: 3 to 8 months

Under Bulgaria’s updated Golden Visa Programme, non-EU/EEA nationals can secure immediate permanent residency — granting full Schengen mobility with zero mandatory physical stay or language obligations — by routing a qualifying capital deployment through the Bulgarian Investment Agency. Investors typically choose between three core pathways: the Regulated Funds Route, which requires a five-year capital placement of at least €512,000 into government-licensed Bulgarian Alternative Investment Funds (AIFs) or Exchange-Traded Funds (ETFs) dedicated to domestic assets; the Corporate Route, mandating a direct equity injection of at least BGN 500,000 (~€255,000) into an active domestic trading enterprise that creates and maintains at least 10 full-time jobs for Bulgarian citizens; or the Real Estate Route, which requires local property acquisitions totalling a minimum of BGN 600,000 (~€307,000). Once the primary applicant clears anti-money-laundering and background checks from a FATF-compliant bank account, the process takes approximately 6 to 8 months to yield an indefinite permanent-residency card, which can then be extended to a spouse, children and dependent parents.

Conclusion

The 2026 Global Residency Programs Index makes one thing clear: there is no single best programme, only the best fit for a given set of priorities. A decade of reform has left the sector more transparent, more compliance-driven and more diverse in the routes it offers (from regulated funds and entrepreneurial ventures to lifestyle and long-stay options) so that residency has matured into a credible, durable planning tool rather than a shortcut. Whether the goal is mobility, tax efficiency, quality of life or an eventual second passport, the value of this 2026 GRP Index lies in matching the right route to the right objective, grounded in evidence rather than marketing.
