Introduction

Austria, a landlocked Alpine republic in the heart of Central Europe, offers a highly selective, merit-based pathway to citizenship under Section 10(6) of the Austrian Citizenship Act. Unlike structured CBI programmes, Austria’s route is fully discretionary: there is no published minimum investment, no fixed application form, and no guaranteed timeline. Applicants must demonstrate that they have rendered or will render extraordinary services to the Republic through significant economic contributions. Austria is a member of the European Union, the Eurozone, the Schengen Area, and the OECD, and its passport is the most powerful in the CBI landscape, providing visa-free access to 185 countries and territories — earning a perfect 100 on the Mobility Index. The country also ranks first on the Quality of Life Index with an HDI of 0.926. However, its estimated USD 3 million entry cost, lengthy processing, worldwide tax system, and restricted dual citizenship significantly constrain its Procedure and Tax scores.
